Yes. Because the shared sheet is a real Google Sheets document, recipients need a Google account to open and edit it — the same as any standard Google Sheets share.
Yes — you choose the access level when sharing, just like a regular Google Sheets share. Grant edit access for two-way collaboration, or view-only if you'd rather keep it read-only. Edit-access recipients can also download or copy the shared sheet as they would any Google Sheet.
